Gay horse comment case dropped

Police in Oxford arrested a student back in May last year after he said “Excuse me, do you realise your horse is gay?”
He was arrested under section 5 of the Public Order Act for making homophobic remarks.
Luckly sanity came home and the Crown Prosecution Service dropped the case, but the police are sticking buy their original decision.
And the current govenrment want to give the police more powers?
